About
Exterus is a private company based in The Hague that sells global employment mobility services to organisations. Its clients are employers rather than individuals: a company hires it to handle the practical and regulatory side of bringing an employee to the Netherlands or sending a Dutch employee abroad. The five published service lines are immigration and relocation, income tax and social security compliance, international payroll, Employer of Record, and the expat scheme, the Dutch tax arrangement previously known as the 30 percent ruling. Under an Employer of Record contract it takes on the formal Dutch employment of a client's international hire so that the person can start work quickly and under Dutch rules. It dates its founding to April 2006, when two tax advisers set it up after a spin-off from a law firm; payroll services were added in 2007 and Employer of Record in 2016. It is recognised by the NBBU, holds NEN 4400-1 certification for labour standards compliance, and was granted recognised sponsor status by the Immigration and Naturalisation Service in 2017.
