About
HM Solutions is a privately owned recruitment and payroll company. Its own pages state that it has placed IT specialists with Dutch clients since 2002, naming central government, the medical sector and logistics firms among them. The company sets out three lines of work: hiring IT professionals from countries outside the Netherlands, employing and payrolling them, and running software development teams that combine Dutch management with staff abroad. For an international IT worker the relevant part is the payroll construction. HM Solutions is a sponsor recognised by the Dutch Immigration and Naturalisation Service, so it can employ a highly skilled migrant itself and act as the sponsor on the permit application. Its published FAQ explains that the company applies for the 30 percent tax ruling and applies it to the payslip, that it keeps the contract and salary at the level the scheme requires, and that it advises on IND deadlines when an assignment ends.
