Investeringsfonds Groningen is an investment fund whose shares are held entirely by the Province of Groningen. Day to day management sits with NOM, the northern Netherlands development company. The fund does not take stakes in individual companies. Instead it commits capital to professional Dutch and international investment funds that back growth oriented smaller businesses, startups and scale-ups, and it starts new funds itself when it judges that part of the market is not being served.
