The permit and the municipal registration that produces a BSN are handled at one counter rather than at separate IND and municipal offices, which is the practical difference from arranging both steps separately.
About
The International Welcome Center North is a non-profit organisation with an office on Gedempte Zuiderdiep in Groningen. Its About page names its founders and supporters as the Immigration and Naturalisation Service, the provinces of Groningen, Fryslan and Drenthe, the University of Groningen, Hanzehogeschool Groningen, NHL Stenden, the UMCG hospital and eleven municipalities. Its core service is government formalities: collecting a residence permit and registering with a municipality, arranged by appointment through a form on its site, with a fee in some cases. The participating municipalities are Assen, Eemsdelta, Emmen, Groningen, Heerenveen, Het Hogeland, Leeuwarden, Midden-Groningen, Noordenveld, Smallingerland and Sudwest-Fryslan. Beyond formalities it gives personal advice on settling in, advises companies on hiring highly skilled migrants, hosts honorary consuls, lists local service providers and runs events, including sessions on permanent residency and Dutch culture and gatherings for international partners.
