A family that has recently moved to one of the ten participating Groningen municipalities and cannot pay for a child's sport or music can have the fee met. The fund publishes, per municipality, who a parent can approach when they do not yet know a teacher, district social worker or neighbourhood sports coach, and it will otherwise match the family with someone locally, which matters when a household has no network in the area yet. As published, eligibility turns on the family's money situation.

Jeugdfonds Sport & Cultuur Groningen is the Groningen fund within the Dutch Jeugdfonds Sport & Cultuur. It covers the club subscription or lesson fee for a child whose parents cannot pay it, and once an application is approved the money is transferred straight to the sports club or the cultural institution rather than to the family. Its page says it is there for parents on a low income over a long period, for self employed people with too few assignments, and for families with money worries for other reasons. It is separately registered, with its own board, donation account and Chamber of Commerce number 02098675, and it publishes a post box address in the city of Groningen. Ten municipalities take part: Eemsdelta, Groningen, Het Hogeland, Midden-Groningen, Oldambt, Pekela, Stadskanaal, Veendam, Westerkwartier and Westerwolde. Applications are filed by a Meerkracht, the role previously called intermediair: a teacher, youth worker, debt counsellor, social worker or other professional involved in a child's upbringing, schooling or care. A parent who knows nobody like that can look up who to approach in their own municipality, or start at kieseenclub.nl and be matched with someone local who files the request. Parents, sports clubs and culture providers cannot act as the intermediary. Clubs can order posters, flyers and colouring sheets to tell members the fund exists.
