Groningen publishes its practical pages in English, including the registration rules, so a person arriving from abroad can read the four month and five day thresholds and the non-resident route to a citizen service number without translating anything. Registration at a Groningen address is how you enter the Dutch population register. If money is the problem, the municipality's own Groningse Kredietbank is the service you are pointed to.

Gemeente Groningen is the local government of the city and municipality of Groningen, and it publishes an English section of its website, organised around what a newcomer actually has to do: moving, housing, civil status extracts and certificates, help with financial matters, and bicycles, which in Groningen has pages of its own. Its moving pages set out the registration rules. Anyone planning to live in the Netherlands for at least four months registers within five days of arrival. Students studying in Groningen for longer than four months register or deregister as students. People coming for less than four months who need a citizen service number register as a non-resident. It also covers reporting a move to or within Groningen, which has to be done within five working days; emigration, for a stay abroad of more than eight months within a year; proof of sponsorship and private accommodation for inviting someone from abroad for up to three months; and applying for a postal address. Money problems are handled by the municipality's own service, the Groningse Kredietbank, and the English pages link to it for an advice appointment. The municipality also runs an international affairs function, framed around attracting and keeping international talent and on cross-border cooperation with the northern German cities of Oldenburg, Bremen and Hamburg.
