The money comes from a property tax already collected in the city rather than from a national subsidy scheme, and the route in runs through the six affiliated business associations for the different parts of Groningen.
About
Ondernemersfonds Groningen calls itself the fund for financing activities of, for and by Groningen entrepreneurs, and it works only inside the municipality of Groningen. Its income comes from the proceeds of the onroerendezaakbelasting, the Dutch property tax, together with what it calls its network in and around the city, and it puts that money back into initiatives that entrepreneurs and organisations propose. An applicant describes the initiative on a short online form, in no more than 500 words, and picks the themes it belongs to. Decisions are taken by a board of five people, most of them themselves liable for the property tax that funds it, working with a director who runs the fund day to day; board members hold portfolios and keep the contacts in their part of the city. The head of economic affairs of the municipality of Groningen also sits on the board, which ties the fund to the city government without making it a part of it. Six business associations for different areas of Groningen are affiliated. Alongside money the fund offers expertise and introductions, and it lends its name to the Groninger Ondernemers Academy and the Groninger Ondernemers Courant.

- It is not part of the municipality. It has its own Chamber of Commerce registration and a board drawn mainly from the entrepreneurs who pay the property tax that finances it, with the municipality represented on that board rather than running the fund.
