In Utrecht this is somewhere a newly arrived person can actually walk into: English classes at all levels and courses on starting a business, on the same terms as local residents.
About
Plan Einstein is a city-level approach to integration in Utrecht. Its partners page states that the municipality of Utrecht started it and that it was developed further with participants, residents, professionals, volunteers and organisations, with the start-up phase carried out inside the European Urban Innovative Action programme. It is a municipal initiative delivered with partners rather than an independent organisation, and the partners deliver much of the content: Utrecht University and Hogeschool Utrecht work on entrepreneurship courses, the Volksuniversiteit Utrecht teaches English at all levels, VluchtelingenWerk tells asylum centre residents what is available, and cultural, theatre and volunteering organisations run other activities. The idea it is built on is to put newcomers and existing residents in the same rooms and the same courses rather than serving them separately, so courses and activities are open to residents of Utrecht asylum seeker centres, people who have been granted a residence permit, and people living in the surrounding neighbourhoods. Two locations are named: a fixed space beside the Utrecht asylum seeker centre in Oog in Al, and a second site with room for cooking, eating and organised activities.

- The service itself is in the city of Utrecht: both locations, the partners and the audience are Utrecht institutions and residents. The method is shared elsewhere through handbooks, but the courses are not.
- It offers courses, activities and shared space. It does not handle asylum procedures, housing allocation or residence permits, which stay with the national bodies responsible for them.
- Most of the teaching and activity is delivered by partner organisations under their own arrangements, so what runs in a given period depends on those partners.
