About
ROM InWest is the regional development company for Noord-Holland. It was founded in 2021 as a private limited company, and all of its shares are held by public bodies: the Dutch state holds 49.9 percent through the Ministry of Economic Affairs, and the province of Noord-Holland together with twenty-one municipalities in the province holds the remaining 50.1 percent. Its office is in Haarlem. It works with startups, scale-ups and small and medium-sized companies whose product or service is meant to speed up one of five changes it names: the food transition, the energy transition, care with life sciences and health, digitalisation, and the move to a circular economy. It publishes two conditions for its help. The company must be based in Noord-Holland, and what it sells must produce a social return as well as a financial one. Support comes in two forms. Business developers work with a company on its business case so that it can attract finance and grow, and the organisation introduces companies to outside investors. It also invests its own money, mainly from two funds: an SME fund for growing companies working on new products, and a transition fund for energy, food and circular economy businesses.
