About

Rotterdam International Center is the arrival desk for people moving to Rotterdam. It is a service of Rotterdam Partners, the organisation responsible for the city's marketing, visitor information and investment promotion, rather than a separate legal body or a municipal department. Its central offering is the One-Stop-Shop: one appointment that combines registration with the municipality to obtain a citizen service number, the IND residence permit collection and biometrics step, and opening a Dutch bank account, instead of three separate visits. The municipality carries out the registration and the IND runs its own procedures and makes its own decisions; the centre books and hosts the appointment. That appointment is charged for and is limited to defined categories of newcomer. Beyond the formalities the centre advises arriving workers and their families on tax, housing, banking, healthcare, education and careers, and that general information and guidance is open to any newcomer to the city.

Good to know

  • The centre arranges and hosts appointments. Residence applications are neither submitted, assessed nor decided here: the municipality decides your registration and the Immigration and Naturalisation Service decides your residence permit.
  • The One-Stop-Shop appointment is charged for and is open only to defined categories, which the centre currently lists as highly skilled migrants, European Blue Card holders, intra-corporate transferees, scientific researchers, orientation-year students, entrepreneurs, EU citizens eligible for the 30% ruling, and family members of someone in one of those categories. Check the centre's own eligibility list and fees before booking. Its general information, guides and advice are not restricted in this way.
  • Municipal registration through the centre requires an address in Rotterdam and a stay of four months or longer. Other municipalities, shorter stays and anyone outside the eligible categories arrange appointments with the city hall and the IND directly.
  • It is run by Rotterdam Partners, whose wider work is city marketing, investment promotion and visitor information. Those activities are not newcomer services and are not delivered through this desk.
