Samenwerkingsverband Noord-Nederland, usually written as SNN, is the collaboration of the three northern provinces of the Netherlands: Groningen, Friesland and Drenthe. Its own pages set out three functions. It grants subsidies across the northern Netherlands, it puts northern interests to national government in The Hague and to the European institutions in Brussels, and it brings northern businesses, knowledge institutions, governments and residents together. The subsidy work runs in two streams. Schemes for private individuals include grants and loans for home owners, such as insulation and ventilation support and home improvement payments in the Groningen gas extraction area, starter loans offered through individual municipalities, and a residents budget for neighbourhood projects. Business schemes cover innovation, investment, training and digitalisation, and include feasibility vouchers for small and medium-sized firms and advice vouchers in Friesland. SNN carries out schemes under European and national frameworks, among them the European Regional Development Fund, the Just Transition Fund, the Common Agricultural Policy and the regional RIS3 strategy. It publishes a knowledge base explaining subsidy administration, state aid analysis, de minimis aid and the documents an application needs.
