A household on a low income in one of the six municipalities can ask it to pay for a child's school supplies, bicycle, sports subscription or music lessons, and because it pays the shop or club directly the family does not have to put the money up first.

Stichting Leergeld Leeuwarden e.o. is one of the local Leergeld foundations that together cover almost every Dutch municipality. It pays for the things that keep a child from joining in: school supplies at the start of the school year, a sports club subscription, music lessons, swimming lessons, school trips, sports clothing, a bicycle, a laptop or a birthday. Requests can be made all year round for any child from birth to eighteen. Eligibility has two published tests: the family lives in the municipality of Leeuwarden, Tytsjerksteradiel, Waadhoeke, Harlingen, Terschelling or Vlieland, and its income is under 120 percent of the Dutch social minimum, counted after any debts. The foundation follows a six step method: an introductory conversation with the parents, a check of provisions the family may already use such as a food bank, financial support from Leergeld, referral to other help where that fits, and staying in touch afterwards. A member of staff visits and asks to see income details such as payslips and any list of debts. Money never goes to the family: the foundation pays the club, shop or organisation itself, so the item reaches the child through the parent. Most of the work is done by volunteers, with a small paid coordination and office team.
